Hearings into the Canadian broadcasting system ended with call for an independent regulator.

The Fowler Commission began public hearings on April 30, 1956, leading to a call for an independent regulatory agency to supervise cultural standards for private broadcasters. Robert Fowler established this body in 1955 to look at the various problems faced by the Canadian broadcasting system, including financial issues and the role of public versus private broadcasters. It led to the creation and passage of the 1958 Broadcasting Act.
